My in-laws came to visit unexpectedly recently. I am a full figured gal, and when they knocked at the door I was lounging around the house in a white tank top, and no bra. We had the air going so my nipples were (apparently) somewhat prominent. After they left my husband mentioned that my sister's husband had been checking me out the whole time.

in my opinion, if you are at home, and people drop in without notification, then they have no standing to complain if you are dressed comfortably. Yes, most men find hard nipples on a woman sexy, and most men are going to be at least a little distracted in that situation. But, again, this is why you don't just drop in on people without advanced notification.
I think it would have been a good idea for you to change, but there was no requirement for you to change. To suggest otherwise would imply that you can't be relaxed in your own home, which is ridiculous. The inappropriate behavior was your brother-in-law checking you out. That is very disrespectful behavior

A friend of mine would strip naked as soon as he walked in the front door at his place and didn't care if anyone came over while he was there, naked.
