The environment of a sewer is too toxic forca sperm to survive let alone to fertilize an egg then for it to grow to what we call a baby. There are microorganisms that can survive the conditions if a sewer which are not a part of the life cycle of a human. A person cannot survive long in a sewer because of all the poop, pee, vomit, blood, rotten food, gases etc and that is why people that clean sewers wear a specialized suit.

Even if it isn't, the uterus is designed to protect the blastocyst until it becomes a fetus and then a newborn. The uterine tubes protect the zygote as it multiplies into a blastocyst. Any deviation results in death of the ovum.
