Are there things that people consider not really sexual or nudity?
Should it even be an issue? Considering guys it isn't?
I mean I like a nice chest on a guy.. So maybe anything can be? And really it's only sexual if intentionally done so?
It’s all about context. I don’t find topless women on a beach or at a poolside sunbathing really erotic. I’m mainly happy for them that they’re at ease enough with their surroundings and enjoy the same freedom men have.

@altgirl14 sending a shirtless pic to a boyfriend would rarely fit in the category ‘functional non-erotic nudity’. If you’re really 14 I would advise you _not_ to send such pictures. Depending on where you live you even might get in trouble with law enforcement as well as the person who receives the shirtless pic. And even when you’re of legal age such pictures might follow you around negatively for a long time.

A girl or guy topless on a beach or naked at a nudist beach is not sexual.
a girl or guy topless cutting the grass is only sexual if the person doing the looking sees it as sexual.

obviously a guy topless is more common, although here a lot of places are introducing bylaws to stop it in towns.

Actually while you joke it does come in to it. A guy with man boobs or a girl with very large sagging ones, topless is likely far less sexual in more people’s eyes

Here in Japan, even the commercials on tv can have topless women in them, and sexual themes are everywhere in tv and all other media.

You live in the USA which has laws intended to give more protection to youth, and that includes laws on exposure of your body. If you were at a nude resort, it would not trigger any laws about body exposure, but you would have to be there with your parents. Other than that, there are laws that apply. The laws apply even if you are alone with your boyfriend, but if both of you are young, the laws are often ignored.
When you reach 18 you can expose your body in pictures to others who are at least 18 and are okay with you doing that. In many states, you can show your body to others in person (no pictures) younger than that.
Safest thing is to be at least the age your state allows it.
Even if you are wanting to be able to remove your top just to stay cooler, you need to be careful of the laws that are often overprotective.

It's tricky. For example I always wonder why a guy's bare ass isn't considered sexual (you see it even in movies for kids) but a woman's ass is.
A century ago, when women wore long dresses ankles were considered sexual. My grandma would tell me about guys waiting on corners to see girls lifting their dresses to jump over a puddle tp see their ankles.
Sometimes I wonder if we were to start wearing gloves all the time, if pur hands would become sexual.

Many years ago a girl near where I live stood up to the government protesting that if guys can go bare chested in the summer she should be able to as well, she said there shouln't be anything sexual about a woman going topless. She actually got them to make it legal on our Province for women to go topless when it's hot out.

If it's cold out I doubt many women would go topless. I haven't seen many women take advantage of that law.

For example people usually see nudity as very sexual just because they aren't used to it, also because they try to hide that they have sexual desires for purely societal reasons. And that makes them the opposite of what they intend, they are too sexual all the time.

I think it just depends on the culture and where you are from like some places nudity is completely normal and in other places like islamic countries even a girl's hair is considered sexual so it depends...

It's not exactly a matter of whether or not it "should" be considered sexual, it just is. Humans evolved like that and men like boobs on the deepest level.
The way clothing evolved is probably to protect vulnerable and sensitive parts of the body and then - to prevent unnecessary arousal when it's inconvenient.
You can say that we don't need that any more and everyone can just be nude all the time, but men would still be aroused by the sight of topless women.
I don't think we need it all the time, but I'm pretty comfortable with nudity in places like beaches and entertainment areas.

It is only sexual if taken that way. I know nudist that think nothing of seeing the opposite sex naked. They don't see nude bodies as sexual. So as you say you like to see a nice chest on a guy and I like seeing a girls bare chest as well. I mean like on a nude beach. It is not sexual in any way...
Well my daughter and I are nudists, so to me nothing is sexual unless you are having sex... Including penis, vagina, tits, etc.
