I think women are.

1) history contains stories of women fell and raise dynasties. Example, China's Han Dynasty fell because of Diao Chan who played a "Beauty Strategy" constructed by her father.

There was no such story about men seducing a Queen and fell the kingdom.

2) if you regard men as evolved mammoth, then watch some "Nat Geo Animals". The males ALWAYS woo the female during mating seasons, not the other way round. Could this be our instinct as well?

3) yes, men do reject girls. That's during the initial "boy meet girl" and "after sex" periods.

But assuming both are dating and sex comes into the picture. I think guys are usually the one to ask for the First Sex and girls decide entry or not. Hence we have the "not ready" "nonsense" (ya, only girls said that, not guys 😁)

Hence my Opinion is, girls are the gatekeepers of for millennium already.

If that were true women would never experience rejection, ever. The majority of men are thirsty and have few options, that's why they see it as a one-sided thing. It doesn't work that way with more attractive guys who have options, they're selectors too. Some women also like to reinforce the idea because they feel like it gives them power in the dating game if guys buy into that frame.

I've heard people say that Women are the gatekeepers of sex and men are the gatekeepers of commitment.
