Sure. In the locker room in front of total strangers. In front of my brothers. Skinny dipping with friends. With my college dorm roommates. I can think of a million situations and the thought of it bothers me not at all. Frankly, I have had sex with a woman in front of other guys. (Not something I did or do very much, to be sure.) In fact, it is kind of a guy thing in one sense.
A lot depends on how a person was raised and also personal factors. (Some people - men and women - are just naturally more inhibited.) For my part, I was raised in a family where my dad was a doctor. He tended to treat nudity as just another day at the office and so we tended to be a bit casual about it. (Heck, I saw my sister in the nude, and she saw me. We didn't give it a thought.)
Still, being in my underwear or naked in front of other guys, eh, no big deal.
