It might work out that way, but that's not really the thought process that most guys have.

I'd say that most guys meet a girl and they quickly decide if she's physically attractive to him. If "no", then he's usually not interested in her at all. If "yes", then he observes her and talks with her to get to know her, and determines if he has any feelings for her (guys can usually figure that out VERY quickly) and if she is his type of girl (personality, attitude, interests, etc.). If "yes" to those two questions, then he's likely to pursue a relationship with her. If "no" to either question, he's not going to be interested in a relationship, but he still finds her physically attractive, and thus he wouldn't mind having casual sex with her.

And it should be obvious that a whole lot more girls are going to fall into the "casual sex" category than the "potential relationship" category for any guy, because he's only going to have feelings for a certain percentage of girls he finds physically attractive, and he's only going to have relationship compatibility with a certain percentage - and very few will have both of those.

If I like someone, I'd rather be in an exclusive relationship in which we have unbridled sex on a regular basis. If she's hot, all the better.
If I had casual sex, it would be with a less attractive women that I didn't want a relationship with. I would only do that if I was really horny.

There is no such thing as "casual sex." There is just "sex." Calling sex "casual" or "making love" or "boning" or whatever else the hell doesn't change what it is. Sex is a physical act, and whether someone is "official" (whatever the hell that even actually means, since it's literally nothing but a word) or not doesn't have anything to do with it.
