I would say that most guys would probably give oral to most women they'd sleep with, but there will be exceptions. For me, a full bush, or not shaving/waxing the lower area, is probably going to see me pass. If the girl has a reputation as the town bicycle, then that's going to be a pass. If there's any hint that she was with another guy in the last 72 hours, that's a pass.

But given that it's rare that I sleep with a girl that I don't know pretty well, those tend not to be things I have to worry about. Every guy will have his own experience and preferences, but I suspect that my own guidelines will be pretty common among most men - certainly with exceptions in both directions.
