It depends, are your on birth control? If you don't have any specific form of birth control from your end, then him not wanting to cum in you and insists to use a condom isn't saying he doesn't love you, it's common sense and he seems to have some.
I wouldn't either if there was no form of birth control involved. To alter the rest of your life by ending up with a kid for the sake of one night of sex is flat out stupid, unless you both wanted to have a kid.
In saying all of that, when my wife/previous partners were on birth control, the condoms went away and yeah, cumming inside was the end solution every time and it is the best. But if my partner/wife wasn't on BC, then it was either condoms or no sex. I hate condoms with a passion, but I am also practical and realistic.
If you are on Birth Control and you are very responsible with taking them, if you both trust one another and are both clean of STD/I's, then there shouldn't be any concerns for him with having sex without a condom.
Granted, Birth Control is not a 100% protective solution, but neither are condoms. But with all the previous partners I have had and my wife now of course, and all the countless sex I have had without condoms but with BC, not once has there been an "accident" of pregnancy.
Regardless of all of that, both of you need to be prepared to accept the consequences of your actions. If you are not ready to deal with the chance of having a kid, don't have sex. If you end up having a kid, suck it up and own up to your responsibilities.
So first of all you are between 18 and 24 and I don't think that you two are long enough in a relationship to think of making a baby also I don't think that ond of you earns enough money to take goof care of a baby because the other one will have to stay at home with the baby or you'll have to give it to somebody else and if you think that it is fine to just don't care about your baby than you are not ready to make a baby because this decision changes your entire life after making a baby you'll have to marry him some day or you'll be a mother without a real father and taking care of a baby without a father at the age of 18-24 is quite hard I guess... also he probably doesn't want to be father now

When I was young, before I was married, I was paranoid about getting my fiance pregnant. Until I was ok with the thought of her being pregnant, I made us use 2 things. I would always use condoms and she would either be on the pill, or for a while she used "the sponge". once we were together a number of years and I didn't care if she got pregnant, I stopped using condoms. but she did get pregnant when she was on the pill. so I felt vindicated all those years.
Go on the pill and religiously take it. Have him watch you every day take the pill so he knows you can't get pregnant. Or go get an implant or something, and take videos of the doctors inserting it so he knows that you can't get pregnant. He loves you so much that he doesn't want you to get pregnant and risk ruining both your lives because of it.
