So my girlfriend and I have been together for two months now, but haven't had sex. We're both 17 and I don't want to pressure her and she has said that she's not ready. But every now and then when we dry hump, switching between whose on top etc. For me it isn't that exciting since it's just clothes rubbing on my dick and sometimes the friction might even hurt. Can't speak to your story... pretty complex. But can partners cum from dry humping? I think yes, with a little pre planning. If dry humping is your present sexual option, make the best of it. Partners wearing stiff jeans with thick flies and heavy zippers won't get much out of it but choosing softer clothes and using a realistic position can simulate sex pretty well and maybe get both partners off.
My opinion is that missionary is best for dry humping. It allows the guy to aim his penis below the bottom edge of her pubic bone directly at her vulva. A girl can get an orgasm from dry sex, but no that does not sound like an orgasm. It may feel good, but there's better way to get off.
