Can a girl still be sexy if she has flat boobs?

Flat, almost non--existent. I want to gain weight so I can have bigger boobs, but my arms usually pack on weight as well. Should I try to gain?

Yes of course!

Boobs are not the indicator of sexyness. Its a definition of many things in my opinion.

You need to find out for yourself how big the impact of having a small breast is on your personal wellbeing.

Then there are things you can do to change that aspect of your body.

I have bald spot building on my backhead. I dont fucking care. I dont even see it. Others do. If I still was about 10 to 15 years younger... I think I would be ashamed or perhaps kinda fruststrated by it. And if you then look around you and see "all" others having more boobs, bigger boobs (or in my case more hair, thick hair or whatever) you can fall into a loop of being unsatisfied with your own body and so on and on...

So in the end, its all about how you personally let such things influence your wellbeing.

In my experience, every girl who calls herself flat or says that she has nonexistent boobs actually has smaller boobs that are quite real. Any consistent results from polling on this site show that about 25% of all guy actually prefer smaller boobs, 25% refer medium, 25% prefer large, and 25% have no preference. So, at the moment, with small boobs, about 50% of all guys will find you very attractive with smaller boobs. If you magically wake up tomorrow morning with 36D boobs. . . about 50% of all guys will find you very attractive with your larger boobs.

What is your boob size? And current height and weight? Proportion is more important than absolute size.

Far more guys will find you attractive if you are thin with small boobs than if you are overweight with somewhat bigger boobs. I'm definitely among them.

She can definitely be very sexy if she has flat boobs. The way you describe pretty much describes many of my girlfriends in high school (and some beyond). And they were extremely sexy, both it looks and in how they acted. I would not worry about putting on weight. You are sexy now!

Definitely she can. It's about 95% attitude. If you are at a healthy weight then just leave it. There are plenty of men who will be happy with your appearance.
