I don't understand precisely what the age, virginity or even gender has to do with this - it is possible for one person to take advantage of another - they can lie, steal, cheat, withhold important informatiom, manipulate, coerce, blackmail etc. People unfortunately do this all the time with various motives.

He can, but not based on virginity or lack thereof. Even if he was a 29 year old virgin he could take advantage of a 24 year old non virgin girl. Likewise the girl could take advantage of him in either respect to virginity (even if they were both nonvirgins or both virgins). Look at it this way, if a girl dates a guy for money, she's taking advantage of him. If a guy dates a girl for sex, he's taking advantage of her. In both cases, sexual experience is immaterial.
