We can do this with either penis and balls being bent down and below the legs, which can be slightly uncomfortable. Or we can do it with penis and balls sitting on top of the closed legs, which seems the better idea. But yes, it's possible.

If you lift the dick and balls up when crossing them yes otherwise you run the risk of mashing them together and it hurts.
