I think your question is quite ambiguous. Do you mean visual or physical stimuli in public?
If it’s just visual stimuli (eg. A hot girl wearing shorts bending over) then yes it might be enough to turn a guy on to the point of erection, but surely would not bring most men to ejaculation. If you’re referring to physical stimulation in public (eg. Touching him in public) then yes, the guy may or may not ejaculate in his pants - this varies from guy to guy. But to answer your main question, yes ejaculation can be stopped after the erection phase. Sexual stamina (ability to hold back an orgasm as and when) can be trained by doing kegals and practicing edging - by bringing oneself to the point of orgasm, stopping and repeating multiple times over. If a guy has a strong PC muscle (through kegal exercises), he is able to contract the same set of muscles right before orgasm and prevent ejaculation.
Next, yes some men do go to public restrooms do “relieve” themselves, though I’m not one of them. I prefer to wait till I get home before I settle my urges.

Mental stimulation is enough to give most men an erection. It is NOT enough to give most guys an orgasm and cause ejaculation. Most men also need physical stimulation (and just the right kind) to achieve orgasm and ejaculate.
It's very common for men to get an erection from some minor or limited stimulation - visual or even physical - and NOT proceed to an orgasm. Hell, boys in their early teens might have that happen 10 times a day.

We men we can control our ejaculation but we must control stimulation to do so. We must not reach a certain threshold which is called the point of no return. Ejaculation is a series of complex reflexes in our body and once this point of no return passed, it is impossible for any man to stop that, all the ejaculation takes place in full. So if the threshold is reached, it takes 4-5 seconds and ejaculation even occurs against the desire to hold it back and therefore no time to go to the rest room, if it is in the pants, it is is there that ejaculation will occur :)
As many guys here have already stated, erections happen quite easily and quite often. Ejaculation is another story. Ejaculation takes more of a concentrated effort, and that is not feasible in public. It should also be said that there is a point of no return during sexual stimulation, and once a guy crosses that threshold there is no way to prevent his penis from ejaculating. That point of no return threshold is usually very close to the moment of climax/orgasm for most guys.

Ejaculation won't happen unless there is some kind of sexual stimulation whether it be Masturbation, Oral or full intercourse.
