I honestly don't think you should even have to ask her. I sit on all of my bfs laps it's just a cute couple thing to do.

Honestly it would make it too awkward if you ask her when she's walking past you while you're sitting just grab her arm and pull her back/on top of you and you guys can make out.

No it shouldn't be. I mean if it's something you haven't said or hinted at before and you can't ask her straight away. Maybe if you are on her kissing or whatever you could maybe pull her onto your lap?
