Depends on what your criteria for friendship is. Most men would agree but when you take sex off the table they'll invest more of their time and effort into somone that is willing to offer it.
I've been in similar situations where a friends with benefits or likewise believe taking sex out of equation won't effect our relationship. It does. We'll still be friends, I'll respect her and her needs but she has to understand my needs hasn't changed and if their not met I will have to divide my time and effort finding somone else willing to offer.
To think as a woman that a man after some time invested in her will still offer all the benefits of their relationship when she's just taken away a huge part of his motivation is a semi-romantic delusion. People are who they are and they arn't selfless just because they like you.
Of course you can be just friends. I have some very good friends that are girls where no sex was involved. I have also been friends with girls where it has lead to sex. When the sex is added to the friendship it adds to the emotions and can make it more complicated.
