No it does not feel like an ejaculation - that is usually accompanied by sexual ecstasy as it happens during male orgasm.

There is definitely tingles, as it is a normal part of getting aroused and getting ready for sex, or starting to have sex. So pleasure is associated with pre-cum, but not an orgasm / climax.

You can feel it, I'll notice (usually after my penis has swelled fully erect) it when you become aware that your penis head and slit it wet while busy with something sexual or arousing.

It can differ from guy to guy, I notice I make much more pre-cum (and shoot more semen) if I haven't cum for a few days. Some guys have lots of it, others less... it differs from how aroused you are, or just who you are.

Pre-cum exists to prepare the penis to shoot real semen. It cleans out the urethra and makes sure no urine (pee) is left that can kill sperm or lessen the chances of shooting them in good condition into (if the penis is in a woman's vagina at the time the man climaxes) a pussy / vagina the penis might be inside of when the man orgasms. It is nature's way (from the man's side) to try and insure viable semen delivery and probably a pregnancy.

Pre-cum is usually a clear fluid, a bit less viscose than semen (it is thinner) and it most often has no viable semen in it - though sometimes it CAN - depending on the man. E. g. you CAN get pregnant if pre-cum gets into or onto your vulva / pussy. The chances are less, but it is there, compared to real semen.

Regular semen / cum is much thicker then pre-cum, is usually a white / grayish color and is usually apparent in a much larger volume than pre-cum. Also, generally, pre-cum oozes out of the penis's head, while real semen is often sprayed forcefully out of the penis as it happens during orgasm and the intent is to shoot it deep into woman's vagina to make her pregnant.

There is one exception, for example, when I was about 13 I had already been masturbating vigorously for two or three years, but I could not yet produce semen (cum) as I was too young. I did have what was almost ejaculatory orgasms, but I shot out pre-cum - colorless fluid - instead of semen when orgasming as a teenage boy. Only at sixteen did the pre-cum I was ejaculating turn milky and turn into real semen. Pre-cum was still there though, as described above, usually appearing just after getting my penis fully erect.
