It would be better if you talk with him in the first place. If he is a trans and his father doesn't know this, his father will react in an inappropriate manner and things can become toxic.

I don't think you should do either one. This is kind of a thing that boys who were growing up do sometimes and is it may be perfectly normal. If he is less than 20 then I would say It's Perfectly Normal. The only thing about it that may be a problem for you is the fact that he's wearing your clothes. You might offer to take him shopping and help him pick out some female clothes that he would like. That would be a very kind thing to do.
