That is not something you can count on as a general rule. Long ago I saw people sunbathing nude in public parks in San Francisco and it was acceptable. Then around 2012 public nudity was outlawed there. It used to be normal to run the Bay to Breakers Race nude. I have heard that it is no longer okay, yet many still do.
There is an event called the Naked Bike Ride that happens every year at places all over the world. In my state it is not against the law to be nude in public places as long as you are not doing it to arouse yourself or others. But in many cities in the state it is illegal. In my city it is illegal to be nude, and yet every year the Naked Bike Ride is held here and with MANY thousands of riders each year (at least a couple of years participation was measured at over 10,000 riders) and not only are the riders allowed to do it, they have police escorts to block traffic for the safety of the riders. I stopped and talked to a cop at one intersection for a breather and found out his daughter was one of the riders.
