Is it true that in a relationship one of the reasons a man goes down on a women is to check if another man has penetrated her. As I understand it men are looking to detect the scent or semen of other men she may have had sex with. Men are most likely to perform oral when she's been out of his sight for a period of time.

No! there's no clear way to tell, especially if you're not a doctor! She could have cleaned herself well down there (if she WAS cheating)! She would have been MORE alert and conscious about herself! This is uncommon knowledge but when a female starts to refuse oral with no explanation after usually accepting it. Odds are better that she is cheating and wet with another man’s juice.
