I get aroused easily and often. Whether I am wearing pants, tights, or skirt, and especially in a bikini, I find myself wanting or needing to touch between my legs, either my clit, crack or inner thighs. What a cool question I just found.
This is how it is, if a straight guy finds you attractive in some way in public while you are at this urge, they will check you out. Let's suppose the guy is more or less standard/normal (he won't creepily stare at you for too much) he will check you out like 2 or 3 times discreetly adding a little time between the checks, if you are just sitting/not moving.
If you are walking/moving around he will stare a little longer depending on which direction you are moving towards him or away from him.
Depending on this points of view he may or may not notice your touching, if he catches you in the right time that will call his attention and focus more in you.
It will also depend in how attractive you are to him, the clothes you are wearing, and specially in your behaviour; if your touching is not discreet anyone will notice but i don't think that's the case. Also how you touch yourself or maybe the llok on your face may indicate the guy something is going on with you girl.
If you just do it with a poker face and not long enough if a guy notices then he will just think you were touching yourself in acompletely strange and nonsexual way, just odd.
I used my self as an example, try to determine how you look when you do it, or ask your girl friends if they have noticed something about it.

Yes but not everyday. If I get aroused by someone or something I saw then it usually leads to a caress of some sort. I try not to make it obvious or I wait for a better time. For instance, I may not do it at the mall food court but I have done it in my cubical at work.
