Not always. Some people are just very flirty (or like to playfully flirt with friends)
However if two people who aren't particularly flirtatious flirt with each other, I'd at guess that they would probably want to explore their relationship a bit more. (though tbf this doesn't always mean sex... yes of course some people do but others may want to wait a bit longer etc)

Not necessarily "want to", but I'm demonstrating that I would be open to the possibility and I'm gauging their response to it without putting any pressure on them.
That's what flirting is for me, I don't get the point of flirting if the person has no interest in potentially following through.
That's something I would consider pretty much leading someone on.

Some of them do. Flirting is a fun way of sexually teasing each other. It can be just as friends, or as a bit more than just friends, or possibly because you are trying to interest the other in jumping into bed with each other. It can be enjoyable at any of the levels.
