It doesn't work like that. The vagina itself (which is internal) is a muscular sheath that has "grip." The inner labia on the other hand don't contain muscle fibers. It is true though that the inner labia play a part in stimulation of the penis during the in-and-out motion of sex. And longer, visible inner labia obviously have more surface area to stimulate the penis.
