Yes and no.
First of all. Small breasts are just as attractive as larger breasts. I love smaller breasts.
2nd, I'm bet almost half of the really larger breasts may look appealing in a bra and shapely support but the minute the clothes come off they don't have nice "cup", perky breasts shapes they are just slabs of floppy flesh that will drop straight down.
3rd. Being visible may have something to do with it. Girl A and Girl B may have equally attractive breasts but the girl whose breasts are showing more... cleavage, the shape is showing through her clothes, nipples may be showing the clothes are tight... etc. will make the guy see them and look more.

Smaller breasts are easier to keep hidden inside clothes that is all.

Honestly, I really don't know; I've never heard men make an issue of women's breast size in my country. For me, though, flat chested women look like children, and unnaturally large breasts I don't trust because they may not be natural; anything in between would be fine.
