    I can look at a picture of an attractive woman, and not get aroused. Just seeing a picture, without context or intent, does nothing for me, whatsoever.

    It's normal for teen guys, especially in their younger teens, to have little control over their boners. Almost anything can make a 14-year-old boy pop a boner. But as guys get older, they develop control, and normally, in public, they maintain this control. This takes some effort, but they get used to it and quickly forget that they're expending effort to do so.

    BUT... when they're alone, or with their girl, they usually relax that control, and so boners, even random ones, can happen. They can also NOT happen. Maybe he's tired, maybe he's stressed, maybe he didn't get good sleep, or hasn't been eating right. Maybe he's had lots of sex (or masturbation) and needs to "recharge his batteries." Maybe his hormones are just low that day.

    Even as a generalization, the best you can say is that "boners OFTEN happen" in these situations - it's never been the case that they ALWAYS happen.
