No, they're not. A pub is not necessarily quiet, but you can hear people talk, there's full meals on order and you can sit down at a table. Some of them also offer lodgings for the night. A bar is more an establishment which only serves drinks and snack foods and usually blares loud music. Some bars are also quiet, but you couldn't order rack of lamb.

No, because you can also have a slap, play pool or darts and drink a variety of beers on tap.
