Free? Someone has to get the raw materials... purchase the equipment to produce these things, put in the manpower to make them, package them, they have to be shipped and distributed all over the country/world.
All of that requires money, time and effort.
Of course there should be a payment to get them. Taxes are paid to pay for schools, fire departments, police, courts, roads, bridges and infrastructure and the national defense.
The bloated government already takes way too much and the earnings I work for... I do not want "GOVERNMENT" buying crap like this to give them away for "FREE".

They always had free condoms in our college dorms, or at the campus clinic. I would sometimes take a few since they were colored lifestyles, and saving a few bucks as a college student when hooking up is never a bad idea.
