In some ways, yes I think so! I look back to the kissing sessions that my ex-gf and I had and those sessions were awesome!

Not always no, I've kissed more people passionately that I have had sex with, and if I'm going to have sex with them I will always start with kissing even if it's a ONS. So in my eyes it's just a precursor to possible sex and further intimacy, but it doesn't always turn into sex if we are not going to be intimate.
