Physically (down there) you're a virgin. For females it's all about their hymen, for males theirs no physical change that you can track. Mentally you're not because you know you've done a sexual act and virginity is closely related to innocence.

Now, if you want to go abstract you can easily say that performing oral sex does not make you a virgin because you've experienced first hand experience with sex which will change your ability the next time around whereas never having done it would have maintained "innocence" in that field.
