Feel like I have to say since it's apparently not obvious. The device would only be stuck on the man. Not the in the woman. It would slide out of her when he does. Assuming he'd be freaked out by this contraption on his dick it gives the woman enough time to run.
Wouldn't work in most cases, if these devices was legal they would check for them and remove them. On top of that it would enrange the man so the woman would certainly be worse off.
