I would say on a technical scale -- YES, they're still a virgin. But it would be inaccurate & misleading to proclaim oneself as a "virgin" to others if they had anal sex. Virginity is about SEX, not sexual relations (otherwise french kissing, kissing nipples, and petting would be called "having sex"). Sex is inserting the penis in the vaj. So technically, anal sex isn't vaginal sex, but it's the same act, but just in an adjacent, "naughtier" hole.
