Yes of course and especially when you are circumcised. Circumcision surgically removes 15 square inches of skin in an adult male. The foreskin contains majority of the erogenous tissue of the penis. The absents of the foreskin which is protective mechanism, further dries out and keratinizes the glans of the penis.
Wearing a condom on a circumcised penis is like wearing 2 condoms on an intact penis, which in fact tempts you to go bareback and ironically enough increases the risk of hiv and other STI diseases.
Circumcision causes shorter erection times, and frequency plus causes ED problems later in life, leading to all out impotence.
Circumcision is widely praticed in North America, Isreal and a few 3rd world countries, the rest of the world is less sexually repressive.

It's not just about how it feels physically but also psychologically.
With condoms you have to worry about tearing, check and adjust for slipping and often times you have to limit yourself in what you can do so that an accident doesn't happen.
Barrier based contraception is simply a clumsy and inconvenient mood killer.
