It does not hurt to shave your balls if you do it right. It has to be nice and easy with both an electric or normal razor. If not, it is easy to cut yourself down there and if you bleed, it will be for a bit. It also can lead to ingrown hairs which make it hurt or uncomfortable.
Overall, it gets tedious since in my case my pubes grow faster than my facial hair. Just a nice trim more than anything0 0 0 0I only shave the area that a condom will cover plus a little bit more. I've shaved it all a couple times, but as soon as it starts growing back, it gets too itchy. Still, I shave the hair that might get caught up in a condom when removing it - for obvious reasons. Mother nature never intended for people to mutilate themselves for fashion.

A lot of careful work to avoid becoming a bloody mess. Easiest to just trim it fairly close (not too close).
0 0 0 0It ouches if you nick yourself but I almost never do that. And you're not shaving your balls you're shaving the skin of the sack they're in. The skin of the scrotum is wrinkly and loose so I pull the skin taut and do one section at a time.
