Alcohol does have just the opposite effect.

High consumption of alcohol does partially numb feelings rather than to make you excited. You would notice it yourself when you are intoxicated that you don't react the same because your senses are being less sharp and you tend to become more lethargic.

I believe that it is a misconception to believe that people get more lively when the consume alcohol and other intoxicating substances.

I guess it is a secret wish from a number of guys to be able to misuse women when they are intoxicated. Memories tend to fade away when under the influence of alcohol and men hope that girls would forget that they have been abused.
