  For me, it depends on who it is. If it is someone I find attractive, I find it flattering. However, if that person is continuously doing it, I will start to think he just wants me for my boobs. Which is a HUGE turn off. if it is someone i do not find attractive, i dont find it offensive, i just find it more weird in a way. but constant staring is very immature as I am not an object. I have a face to look at. thank you.

I feel like there's a few factors here, for example, if she's obviously wearing a low cut shirt/dress/piece of clothing, than she means to attract attention to that part of her. But I mean, even if that's so, don't stare at her in like a Cafe, I'm talking at like a bar/party something like that. In general, it's not that offensive if it's just for a second, cause like whatever, but if its like minutes at a time its a little unnerving.
