If it is more of a kink, something you like but do not neccessarily need, I'd absolutely phrase it as such. Letting her know that her taking off a sock is a functional and discreet party-trick I think many would be positive towards (assuming they otherwise like you). Making someone feel their pedicure is more important than the rest of them I imagine would not play so well. Usually.
For the reveal? If its a dating site thing just throw it in there with a little humor. If a partner then just be open about it.
