Fair would be only pulling down his pants. He exposed the underwear you chcose to wear so fair would be only exposing the underwear he chose to wear.
Pulling down his underwear too would fall under revenge more then fair (since he only exposed your underwear and due to your choice of underwear your butt, where as if you pull his underwear down it will expose his front too).
Or if you really want to get revenge (and if the rolls were switched and i was in your position this is what i would do), pull down his pants and underwear then step on them so he can't pull them back up. Personally i would remain doing so until he came to the conclusion of why on his own without any hints and apologiezes for his actions prior to stepping off his pants and underwear... but thats just me.
