They are different because a mouth/tongue is able to manipulate a penis in ways that a vagina can't. A girl can use her lips, and tongue, to hit specific spots, intentionally.
However, that's not to say it's any better than sex. I very much prefer penetration, over a blowjob, any day. Even though blowjobs allow for more targeted pleasure, nothing can beat the satisfaction of having your entire penis enveloped by a vagina.
Like the others have said, a bj is more focused or targeted at specific areas of the penis. A vagina doesn't really do anything or change like a mouth and lips do.
