I can't speak for him, but for me it's because masturbation is just a lot less work and I'm not always up to all the physical effort and expectations of sex. Guys are expected to do all the work and be responsible for the orgasms for both the man and the woman. Sometimes I'm just not up for all of that and just need a release.
I would never with a vagina readily available, but from what I've read, some men don't want to do the "work" expected during sex, they just want the quick release. Also, maybe they feel being judged or an expectation being placed on them to perform. Masturbation is quick and for a guy pretty easy, so he wants the relationship, but doesn't want the hassle especially since men require variety of vagina, variety of women and after a while, the same female gets boring.
