Never seen my sisters naked outside of childhood and dont plan to, but if you are both comfortable with changing in front of each other and thats as far as it goes, then who cares? So you're naked.. so what? Nudity doesn't necessarily equal inappropriateness, but getting any closer or intent does.
Not sure where you're from but there is definitely a general difference in opinion about nudity between Europe (where I am) and the US.

Seeing a sibling naked is not weird or wrong but it can be awkward... I've seen my brother naked several times, and even though I know it's not weird, I was kinda grossed out... I guess if I had a sister instread of a brother, I'd probably react the same and wouldn't care about it later... She must have been 13-15 and that would have made me 4-6.
