When I was having sex with the guy I'm seeing, he said "I'm all yours". Why would he say it?
What does it really mean? Does it refer to sex only?

It depends when he said this at the end or in middle of foreplay... if at the end then it mean what u r saying cz he is at his peak or if he said romantically before or after intimacy u can take it for relationship.. however I donot suggest u take it either way... see his attitude and response toward u in a few dates or meetings it will clear to you what he actually mean

Probably wants to hear what you would like him to do
If it was meant on a grander scale it would be a strange time to bring it up
If he said while spooning afterwards then it is something else

I would take it to mean here and now you can ask him to do anything you like with to or for you, or if you orefer he is yours to do with as you please.
It could also be a declaration of undying love and devotion.
