I think your best bet is to be up front with your boyfriend about being insecure about this. I don't know him, but hopefully he won't mind. It's going to depend on the particular guy. But you are much better to explain that you have pcos and what that means for you. Bring him in on this, rather than not saying anything at all.
As for getting rid of the hair that bothers you. I would think that you could safely wax without worrying about damage to your breasts (just avoid hot wax on your nipples... obviously). I'm basing that on the fact that women will get their pubic area waxed. I'm thinking if it doesn't damage those delicate bits, it shouldn't damage your breasts.
As for whether it will grow in thicker? I don't believe so. But don't quote me on that.
I don't know a whole lot about laser hair removal. But I've never thought of it as requiring a large amount of time. Expensive perhaps, but not a large time commitment. If this is something that bothers you, I would think that laser might make more sense for you as a longer-term solution. Just because it'll be a whole lot of work to try and keep up with waxing on any ongoing basis. Unless it's only the one small area that especially bothers you.

I recommend first that you ask your doctor these questions about if it will get thicker, will it hurt anything to remove it, etc. GAG is not the place for medical questions about you personally, but your doctor knows you.
As for your boyfriend, it probably will have a negative effect with him. The only thing I can recommend is that you make sure you have a close relationship with him and discuss the situation with him before he sees you so that it is not a shock!
