Yes, DD can be different sizes but no, it isn't always on the larger side. DD is only large on the largest band sizes (larger frames). Gal Gadot is probably a 28DD.

She absolutely could be a 28DD and DD absolutely can be small. DD means nothing on it's own, you can't determine what DD looks like unless you know the band size. DD just means there's a 5 inch difference between your underbust and bust measurements. This doesn't mean your boobs stick out 5 inches from your chest, it's less than 2.5" of projection per boob which on small frames looks small, and on large frames, looks larger (because there's more surface area to cover to make up that 5 inch difference). 26DD and 28DD are small sizes. 40DD and 42DD are a lot larger.
