How come women have to cover up their chest?

It doesn't make any sense to me. Women will get shamed for not wearing a bra because their nipples are showing, yet men can literally roam the earth showing their nipples WITHOUT clothing. Why does it always have to be a sexual thing? If a woman were to show her chest in public, people would say she was a whore or would say she's asking for sex. That's basically excusing rape and sexualization... Even if the girl had no breasts whatsoever, she'd still have to cover up. Plus in photos on the social media, the photo showing the chest will only get taken down if nipples are showing. But literally everyone has nipples yet guys can post those types of photos without shame.

It does not make a lot of sense. In many places it is completely legal for women to have their chest completely showing. And some places allow complete nudity. I live in a city that does not allow complete nudity even though it is in a state that says it is legal. And once a year, there is a Naked Bike Ride where over 10,000 people take to the city streets on bicycles, skate boards, roller blades, whatever, and they even get a police escort to keep the cars out of the way. So, who knows? Too much worry about breasts.

Then I had my surgery, where all the did was remove my nipples, make them a little smaller, remove some fat, tissue, lobules, and skin. Then put the exact same nipples back. And now I can walk around shirtless and it's totally fine? Okay so then it's the stuff UNDER the nipple that makes the nipple obscene? Makes no sense. After all, clothing protects from weather or injury, it decorates, and often helps to cover ugliness.
I also find men who go topless in public to be somewhat pointless.
