Guys' brains work different from females in that regard. Historically, females are inclined to find the perfect partner, because you end up spending 9 months carrying the child and need the child to have the highest odds of survival and the female would often die giving birth (4/100 in the 1600s for example). Guys on the other hand are programmed to give their seed to as many females as possible for as many children as possible. This is purely biology/evolution.

Guys, as well as some girls, can have or prefer having 'sexual relations without romantically being inclined'. Most people can do both if the 'personal boundaries' are 'fixed'. For example, many people have had a ONS, even if they are more romantically-inclined!
