There is no definite way to tell how big a guy is, just as it's impossible to tell how a girls vagina looks. There are no correlation between the size of the penis and the looks of a person. However. There are a few things that could be a clue whether a guy has a big penis or not.
Generally a guy with a big penis will be more "macho" in his behavior, thinking he's the best or whatnot, or in a better explanation, he'll probably be a player. Also, he'll probably have quite a lot of self-confidence.
With that said, none of these mean he'll have a bigger penis, but some who act this way do.
The way his breath smells is the best way to tell without actually seeing the ding-a-ling.
If the breath smells real sweet- it means a tiny tallywacker.
If the breath smells of that of saltyness- just your average chick prick.
If the breath smells like pine needles- the dog is long.

The ony way to tell is if he pulls down his pants and shows you
nothing can tell you about a guys size other than see it. 5.1 is the average and only 5% of guys have bigger than 7.5 or smaller than 4.5. (there was a recent study on average size) but there is no way through personality to tell how big he is.
