Starting by the fact that we don't "wear" our foreskin, having it pulled down would kill the point: the foreskin is a protection from infections and external dangers (to a degree, of course) and having it peeled back constantly would only feel uncomfortable while wearing underwear.
Also consider that when it's flaccid, it's about 1/3 of it's erect size (at least in my case), and about half of it's girth. Which would make having it peeled back non-given in every case. Meaning that not every penis was made equal, and foreskin would naturally roll back up when it gets smaller.

if you don't have a defunct foreskin, it's down, cause that's the function of a foreskin: protecting the glans. it's like a somewhat weak rubber band that automatically pulls itself down over time even if you pull it up. except if you're hard, then it's caught behind the edge of the enlarged glans.

Men that have foreskin, don't have a choice how to wear it. When the penis is flaccid, the foreskin, goes forward over the head, and for the most part it covers the head completely. When the penis is erect, most men's foreskin pulls back and exposes some or all of the head. In some cases, the guy has to pull the foreskin back off of the head. When they are fucking, the foreskin moves backward and forward over the head and back while the penis moves in and out.

Before I was circed... forward over head. You can pull it back but it won't stay back flaccid while you walk around etc it eventually goes back forward.

You don't really get a choice; if your skin is long enough, it will always be pulled up.

It’s not a matter of choice. During the day the extra skin mostly rolls up and covers him because he’s softer and smaller. When I pee I pull it back so I can not make a mess.
