I'm not sure if you're aware your question says "latent homosexuality" but your update says "latent sexual." I'm unfamiliar with the term latent sexual. Perhaps you could describe it in layman's terms.
If people are having a difficult time understanding you, then the cause is probably that the question was poorly written. Also the fact that you wrote "I can't wait to here this" to me indicates that you're probably starting this with a bunch of biases and preconceived notions.
Incels are people who can't get laid under conditions that would be to their liking. This just means they're unpopular with their preferred gender. Not at all the same as latent homosexuality, wherein a person is subconsciously or only dimly aware he/she is attracted to the same sex.
As for your proposed solutions, they are poorly thought out. Prostitution is illegal throughout almost the entire United States. Most incels are unwilling to take that risk. Prostitutes themselves have elevated risks of std's. Furthermore, it throws money at an industry which is notorious for how it treats women. Also, many prostitutes hold their Johns with contempt (a very disproportionate number of them were sexually abused at one time). I've known incels who were disabled and unable to have sex to their liking, thus they sought out pros. Almost all of them wound up feeling *worse* for having done so.
As for simply going after undesirable women or men (and yes, female incels do exist), then they wind up having sex which is repugnant to them. Unattractive people do not find each other any more attractive than you or I find them. So although this would be sex, it would be awful sex. Thus this isn't really a good solution either.
But incels can and do get hookers. They are just mad that they have to pay for it. I knew an older incel. He would talk to me for hours. He hated women because he felt they kept abusing him and taking advantage of him. He would constantly get prostitutes. He wasn't a horrible looking guy. But he poisoned every date because he was so bitter. Finally, I just had to stop taking his calls. He was too far gone.
The type of incel I run into thinks that women owe him sex because he is a nice guy. This guy literally felt like he was such a nice guy, a woman should drop her panties and let him do what he needed to do. I felt bad because he was an Iraq war vet and he met a woman who scammed him out of some money.
But it was over. Because from that point on every single woman to him was a whore. He would claim that prostitutes were more honest about it. Then still be pissed off.
It was insane.
I think there's a difference between unconsciously being attracted to the same sex as yourself and just flat out hating the opposite sex. I think someone can be both tho.

One is an inability to get laid, and the other is a hidden desire, to whatever degree, for the same sex. I'm fairly sure the two have nothing to do with each other. As far as hiring a working girl, that's probably more of a moral issue. In fact, the same moral underpinnings are probably responsible for both. And I think it's best to NOT encourage incels to just go out and do something illegal because they can't get laid. Slippery slope and all that

Because a hooker is very dirty. A hooker on average sucks off about 4 to 5 different dudes a day and probably let's them have sex with her too. I think Incels can get sex, but the problem with the incels is he thinks he's entitled to the gorgeous woman out there. He doesn't want the 3 or 4 girl on a beauty scale. To get a gorgeous woman you have to either have lots of money, be looking yourself or find dumb luck. Incels are out of luck.
Latent homosexuality is an artifact of American bigotry culture about homosexuals that has luckily just about died out. Incels are men who have a lot of trouble getting women to date them or sleep with them and are angry about it (they lack attractiveness, height, and/or money).
These two things could not really be more different.
