Tough one - I always tend to step back and think big picture - There are biological theories that procedures done on the penis (castration, chemical castration) will affect the sex drive often touted for rapists and child sex offenders also the awful FGM in some society who believe social control can be gained in some ways by lessening a woman's libido.
On a purely biological stance, there may be some evidence but I have not heard of it being conclusive thus one has to look at the mind. Most women require clitoris stimulation to be able to get off... That being said it's been documented that it is the head of the penis that is most sensitive. So example take away those things and sexual stimulation will decrease dramatically.
