How to handle lack of sex?

A friend I've been talking to says he wants sex. Well, he's married and he says she keeps saying she's not in the mood. I'm just going off of what he says here. Apparently she started to take birth control pills a few months ago to curb her cycle. He says the pills dropped her sex drive. He wants to have sex but she isn't in the mood. He says it's been over a month. He is thinking of secretly going on apps for a hook up. I don't think he should, but he keeps bringing it up. He tried to talk to her but it's always she has low sex drive. I haven't seen it (that would be odd lol) so against, this is what he says. What do you all think?
