This could be down to a number of reasons. Girls don't only get wet when turned on, sure it would make things easier for men to understand but vagina's don't work like that.

Doesn't necessarily mean she was masturbating. If she's one of those girls like myself who get very wet quite easily, she could've been really turned on by something. Depending on where you are in your cycle, especially closer to ovulation, girl will generally be able to get turned on much more much easier as well.
